CHINA: GAC Group rolls out first production of its GOVY AirCab eVTOL Aircraft
GOVY officially inaugurated its manufacturing facility in Huangpu District, Guangzhou, and celebrated the rollout of its first multicopter aircraft, the GOVY AirCab.
Incubated by GAC Group, GOVY is a low-altitude mobility technology company specialising in the research and development, manufacturing, sales, and services of flying vehicles.
The build marks a significant milestone for the GOVY AirCab, signifying its transition from the prototype development phase into a new stage characterised by industrial-scale production, airworthiness certification, and commercial deployment.
GOVY Founder Qingpeng Su said: “The ultimate purpose of what we create is to make advanced mobility accessible to all and to build a three-dimensional transportation system that benefits both the nation and the public.”
This achievement follows another major milestone.
On March 20th of this year, GOVY successfully completed the maiden flight of the GOVY AirCab in Guangzhou’s Haixinsha CBD, demonstrating its suitability for real-world urban low-altitude mobility scenarios. These chapters represent a major step forward in GOVY’s development journey, highlighting simultaneous breakthroughs in both production capacity development and product certification readiness.
The production line features a composites workshop built to aviation-grade Class 100,000 cleanroom standards, enabling the precision manufacturing of carbon-fibre components. The final assembly workshop incorporates an innovative pulse production line, achieving positioning accuracy of up to ±0.1 mm.
Its flexible manufacturing architecture also allows for rapid capacity expansion to meet future production demands. In support of this activity, GOVY has filed 264 patent applications, establishing end-to-end capabilities spanning R&D, intelligent manufacturing, and mass-production delivery.


With the roll out of the first GOVY AirCab, GOVY’s Guangzhou Intelligent Manufacturing Facility has officially commenced operation and has a projected annual production capacity of 100 aircraft.
The facility has established a fully integrated intelligent manufacturing system covering component supply, aircraft assembly, performance testing, and final delivery.
By combining rigorous aviation safety standards with advanced automotive manufacturing processes – a process GOVY defines as “Aviation + Automotive” — the production line addresses key industry challenges associated with early-stage prototype production, including limited manufacturing capacity and inconsistent production processes. This milestone lays a solid industrial foundation for large-scale product delivery and accelerated commercial deployment.
Ensuring the product is highly compliant, GOVY has obtained AS9100D Aerospace Quality Management System certification — a strong qualification foundation within the low-altitude mobility sector. As a recognised aerospace quality standard, AS9100D covers the entire product lifecycle, including research and development, manufacturing, testing, and product iteration.
Meanwhile, the production version of the GOVY AirCab has successfully completed a series of key airworthiness-related tests, including full-aircraft static load testing, system endurance testing, and electromagnetic compatibility (EMC) testing.
Supported by a rigorous quality management framework, GOVY will continue to develop future aircraft models in full alignment with civil aviation airworthiness requirements, advancing product upgrades, conformity verification flight testing, and certification activities in a systematic manner. These efforts will provide a solid compliance foundation for safe operations and large-scale commercial deployment, while helping to reduce risks associated with industry-wide commercialisation.
Against this backdrop, GOVY has become one of the first companies to establish a clear commercialisation pathway — from real-world operational validation through the successful maiden flight at Guangzhou’s Haixinsha Island to the launch of industrial-scale production capabilities. This achievement marks a critical step toward closing the gap between technological innovation and commercial execution.

In China, GOVY has entered strategic partnerships with Beijing Hengkuan Low-Altitude Technology Development Co., Ltd., Guangzhou Zhidu Cultural Tourism Development Co., Ltd., and Shenzhen Zhongke Tianyu Low-Altitude Digital Technology Co., Ltd., among other industry partners.
They will advance the development of flying vehicle demonstration bases and commercial deployment across a range of application scenarios, including low-altitude passenger transportation, cultural and tourism experiences, and educational programs.
During the recent signing ceremony, Guangzhou Zhidu Cultural Tourism Development Co., Ltd. and Shenzhen Zhongke Tianyu Low-Altitude Digital Technology Co., Ltd. each secured intention orders for the GOVY AirCab.
These commitments provide tangible market demand to support production ramp-up, marking the initial establishment of GOVY’s commercialisation framework — validating technology through real-world scenarios, strengthening the industry through manufacturing capacity, and expanding market opportunities through regulatory compliance.
