EHang Signs “Strategic Partnership with Shenzhen’s Bureau of Culture” to Develop and Expand Aerial Tourism
After recently collaborating with the Shenzhen Bao’an District Government, EHang is expanding and strengthening its local presence by forging a strategic partnership with the Bureau of Culture, Radio, Television, Tourism and Sports of Luohu District, Shenzhen municipality “to jointly develop an innovative model for high-quality growth in the cultural, commercial and tourism sectors through pilotless eVTOL aircraft,” reports a press release.The co-operation primarily focuses on aerial sightseeing.
With the many cultural and tourism resources in Luohu District, this initiative also covers construction of multiple UAM operation centres like vertiports to serve as hubs for both aerial sightseeing and general public transportation.
At the signing ceremony, Defan Fan, Secretary of the Luohu District Committee, explained that the first UAM operation centre will be located in the Luohu Sports and Leisure Park and its construction should be completed by the end of the year. He then flew on an EH216‑S for a low-altitude sightseeing trip “capturing the breathtaking views of Wutong Mountain.”

The first project named “FeiXiang Wutong Pilotless Passenger-Carrying Aircraft Sightseeing Project” will take place in the district’s Ecological Integration Area. The region aims for integration between the low-altitude economy (LAE) and key attractions like its upscale hotels, commercial zones, leisure parks and camping enterprises.
Located adjacent to Wutong Mountain National Park and Donghu Reservoir, the release states, “Luohu Sports and Leisure Park boasts extraordinary natural resources with its captivating mountain, four lakes and reservoir landscape.”
An operating centre is also scheduled to be completed in 2024 and will comprise of a vertiport, hangars, waiting areas and a command-and-control centre. The public is to have an opportunity “to immerse themselves in low altitude sightseeing experiences, allowing them to appreciate the complete beauty of Luohu District’s mountains, sea and cityscape.”
Hui Zhan, Deputy District Mayor of the Luohu District, commented, “Our primary focus will be on cultivating innovative low-altitude related applications that combine commerce, tourism and cultural experiences. Moving forward, we have ambitious plans to establish more low-altitude operation centres in the city of Luohu.”
The ultimate goal is to position Shenzhen as the ultimate demonstration zone for the general aviation industry and establish it as a LAE industrial hub within the Greater Bay Area.

Xin Fang, COO of EHang, added, “As a pioneer in the low-altitude economy, both the Shenzhen municipal and district governments have created favourable policies to provide financial support such as subsidies for infrastructure construction and create an attractive development environment for LAE enterprises.”
He continued, “Moving forward, the EH216‑S will expand its presence to more landmarks within Shenzhen to explore an increasing number of new business models for the LAE and continue to lead the development of the global UAM industry.”
