TCab Tech and SIDEC Sign MOU to Explore E20 eVTOL Commercialisation in Malaysia

Chinese eVTOL developer TCab Tech has signed a memorandum of understanding (MOU) with Malaysia’s Selangor Information Technology and Digital Economy Corporation (SIDEC) to explore commercialisation of its five-seat E20 electric aircraft in Malaysia and support expansion across Southeast Asia.

The agreement was announced on 9 October 2026 at the opening of a month-long E20 showcase at IOI City Mall in Putrajaya, marking the aircraft’s Malaysian debut. The MOU sets out cooperation on certification preparations, industry engagement and potential commercial applications, but does not confirm an aircraft order or a timetable for service entry.

Under the agreement, TCab Tech will contribute its expertise in eVTOL development and manufacturing, while SIDEC will use its local industry network to help coordinate engagement with government agencies, the Civil Aviation Authority of Malaysia (CAAM) and other stakeholders. TCab Tech also plans to establish its regional business centre in Malaysia.

The E20 is a five-seat tilt-rotor aircraft intended for applications including tourism, intercity connections and urban transport. The company is developing the aircraft for regional air mobility, although its introduction into Malaysia will depend on the applicable certification and regulatory requirements.

TCab Tech is progressing through the type-certification process with the Civil Aviation Administration of China (CAAC). According to the company, it has completed key early certification steps, including agreement on the certification basis, means of compliance and certification plan. Type certification has not yet been achieved.

Regulatory cooperation between China and Malaysia could be relevant to the aircraft’s future market entry. On 21 September 2026, CAAC and CAAM signed an aviation safety cooperation MOU covering areas including airworthiness, organisational certification, personnel licensing and operational oversight. The agreement provides a framework for cooperation between the authorities, but does not in itself establish approval for the E20 to operate in Malaysia.

Malaysia is also developing its regulatory approach to advanced air mobility. CAAM has begun work on an AAM technical working group, a concept of operations and a national roadmap, alongside consideration of regulatory sandbox arrangements.

As part of the wider partnership, TCab Tech founder and chief executive Ng Yon Wui has been appointed an industry adviser to SIDEC, with a remit covering aerospace, advanced air mobility and other emerging technology sectors.

The latest agreement establishes a framework for TCab Tech’s engagement in Malaysia. Any operational deployment will depend on progress with aircraft certification, local regulatory requirements and the development of suitable infrastructure and business models.
